Protractor

I haver never seen one like this .
Looks like it’s intended to be used on a taut level line (using the bent fingers over the line). If so, it would see rough & tumble conditions (as in block/brick laying) so that could explain why it looks “cheaply” made.

As to why/how it’s used, that would be even deeper speculation.
 
it's a do it all protractor.. does it all, just none of it well.
put it on a line and it will let you figure out the inclination, use it for a 60 degree tool like a fish for threading.
use it like a protractor, but too short a leg to make it useable for anything but a read.
has a 45 for ?? not something I would consider.

you must have missed the vintage part.
Good take on the ears being used to hang it on a string line, in that case it makes sense to make it as light as possible. Makes me recall the old saying "Jack of all trades, master of none"
