I have seen these in catalogs but what is the advantage or use of the v portion on the base??

Ed, one use is you stand the vee block up so the narrow vee is pointing up. It allows you to support a shaft, for example, that may have shoulders or features that the longer vee wouldn't fit between. Say you had a shaft that had several shoulders of different diameters 3/4" apart. The narrow thickness of this vee would fit between the shoulders.

I have used that end to grind parallel flats on short punches that had larger heads.
 
It's .250-24 x 2.125" L and the other is the same but 1.375" L
