This thing has been floating around my shop and not being one to scrap things.

What the heck is it.

It's a rivet set, used for installing and forming the heads on rivets, used for sheet metal work. Insert the rivet in holes in sheets of metal, first use the straight hole over the rivet shank, strike the exposed shank to upset it, then use the hemispherical recess to form a button head on the rivet by striking the tool with a hammer however many times it takes.

It can be used on leather with copper/brass rivets as well.
