Opinions vary on bolting it down, but my question is, "what's vibrating?" I'd think you'd want to fix that because bolting it down isn't solving the problem. Motors, jackshafts and spindles can be balanced with simple (or high tech) techniques.
I agree with Mr. Hoffman. If you simply anchor a machine that has vibration issues, something will either break or wear out quickly. Fix the vibration if at all possible. I use simple gravity to anchor my machines. Grinders can be isolated (to protect them from other machines vibes) with rubber mounts, but still just their own weight is enough.
