What the heck is this cutter for?

I got a horizontal milling attachment for my Bridgeport clone, so I picked up some cutters on eBay in a box of randoms.

Most are obviously straight or V cutters of some sort, but this was an odd one! I was wondering if anyone had an idea?

I hope the 2nd picture is clear enough, it has a semicircle out of the flat on the right, plus a step down on the left? I can't imagine what it is for!

Keyway cutter most likely. There was a prehistoric one in the old machine shop at the Minneapolis Water Works when I worked there, it never made the trip to the new shop when it was built. A lot of good old "stuff" was scrapped. A shame.

What sort of keyway would you cut with this? Its just such a strange shape...
