I’ve had this in my garage for a few years and I’m not sure what ideas. And the old-timers out there have any ideas?

Looks like a rivet squeeze. Just a wag, I don't know.
 
I thought it might be some type of a punch. I try to piece of cardboard in it and only dented it
 
The buttons on your jeans have to get there somehow. This little press might have something to do with it?
 
Since it has a patent date you can attempt a search on Google, I did a quick look but it appears March 9th 1909 was a popular date for patents. I didn't find it but I gave up. It's interesting that the rivet press that Bob shared the link for also has a patent date, I can't tell if it is 1900 or 1909.
 
It is used for setting grommets in leather or canvas. My father was a shoe repairman and we had two of them. Like I said, I helped my dad work on canvas for farmers.
