That's what it looks like. Probably for a superheat steam plant, its way too small for saturated steam.

Depends on quality of the steam. Superheat steam turbines will run at 3600. Dry saturated or non super heated will run @1800.
A high pressure, intermediate pressure and 2 low pressure sections on that turbine, looks like only the LP end has double flow.
