I'm thinking an old gas tank gage---light comes on when float shows full or empty. ???

Definitely marked to measure common angles in both directions. I'd also go with part of some kind of bender (tubing, pipe rod etc.)
Size?
The red (jewels?) are kind of weird.

the jewels are wired to light up.
 
I like the pipe or conduit bender also because of the degree markings but how about part of a horseless carriage wheel alignment machine.
 
So the light up dots really imply that it's some sort of indicator for god knows what.
Indicates something like "WARNING!" your camper/truck/boat is about to tip over, or maybe your crane boom is at the limit and you should jump out of the cab now.

The fact that the middle of the range is 45% might help figure it out.
But that idea doesn't make a lot of sense with the dual-direction angle markings (reads from both sides of 45).
If the center mark was 0 or 90 I could see being used as a listing indicator.
