Notice the cap voltage rating = 110 vac. Right on the raggedy edge if that's the true working voltage rating. The outlet voltage hasn't been
110 volts for about 70 years- first it went to 115, now it seems to have settled at 120.
Good chance the cap was/is bad. Hopefully you got a replacement rated at least 125 volts ac
Hard to read the bleed resistor- possibly 15k ohm, 2 watt
