The recoating adds cost and I think they quote a price after looking at them to see how much work is involved. So, YMMV.

Some examples:
Regrind and TiN coat 3/4": $27
Regrind and AlTiN recoat 3/4" carbide: $31
Regrind and TiN coat 3/8" carbide: $13
Regrind and AlTiN coat 1/2" HSS rougher: $16
