I dont know lol. I kind of feel like it is helping old that broken piece. It looks like maybe it was crashed and it ripped the tee bolt up breaking the castings
I would just fly cut the whole thing, screw and all. Hopefully the weld material does not present a large surface area. As said earlier, you don't have to go all the way down to a flat circle. 80-90% would probably be fine.
