If a tire shop owner with a brake lathe needs inserts they can't buy them from say, MSC or McMaster-Carr, they have to buy them from a Jobber.

Brake lathe inserts are not that special. I can match them up something out there that will work.

Before ISO stuck their fingers into carbide insert designations, you had ANSI standards that governed this stuff....
