How much would you pay for this box of end mills

The medium diameter is .590"
The small diameter is .485"
The stepped sides are straight, no taper.

I'll bet the purpose of those is just stepping a hole up to it's largest size. Probably modified from something else to make a job go quicker by not having to change bits.

The three step ones are for putting a port in.
To maintain the correct distance between the lands it is ground into the tool
