How to make two parts with close tolerances?

This is the plan I have come up with to create the end pieces:
1. create a rough strip sufficient to create 4 end pieces
2. place the strip in a vice and level one long side.
(this will become one of the high tolerance surfaces)
(I assume the vise will position the face perpendicular / vertical)
3. finish the side
4. cut the rough piece into 4 parts
5. place the 4 parts, sequentially, in a vice. Use a rod on one side to force the machined edge square on the vice face. Make sure the face sides are perpendicular / vertical.
6. machine the edge - this should result in a square corner. (do this for all 4 parts)
7. use and edge finder to find the corner.
8. based on the corner, position the mill to drill the mounting hole
(this is done based on the dimensrions)
(#10 and tapped to 1/4 20) (do this for all 4 parts)
9. now the final step
place the pieces face down and square against the edge (step 6 above)
ensure the part is level
find the corner and the position the mill to the bearing hole
drill the hole. drill the hole to size.

in the above the part is positoined only once per critical edge. All holes are drilled against one pre machined corner.
