I don't think you are likely to find a 14.5 DP.
A 16 tooth gear 1.125" in diameter is a 16DP. (You need to be careful, often times a catalog will list the Pitch Diameter which is measured mid tooth. You are measuring the outside diameter.)
Based on the measurements you gave you are looking for a metric M1.75.
M1.75, if converted to DP would be 14.5, but I have never seen such a gear or cutter. (Not that I have seen all that much)
Unfortunately Boston and Martin do not list any metric gears on their websites.
When I did a web search, companies that sold metric gears only listed M1.5 or M2.0 gear sizes.
This cutter on ebay will do the job at ~$28. I purchased some Chinese cutters a while back and found the cutters with a circle T manufacturers mark to be better than the I-star. This listing does not show a manufacturer mark, but the seller lists other cutters with the circle T mark, so I would assume the quality is acceptable.
I don't have any M1.75 cutters. If you were to send me this cutter, and a blank, I would be willing to cut the gear for you. I botched the first couple of gears I cut, but have done a pretty good job since then. But no guarantees.
