I know what this is, and I bet a few here will know. There is a item/forging number on the back that I used to look up.

It's missing a bent wire "S" hook that is needed for its use.

Any guesses? I'll post the answer later on

How thick is the "S" wire hook?
If the hook sits in that recess on the handle then maybe its a stretcher of some kind.
