How thick is the "S" wire hook?
If the hook sits in that recess on the handle then maybe its a stretcher of some kind.

Not sure, but because of the tools intended use probably 1/4" to 3/8" diameter wire

I was going to say valve spring compressor but someone beat me to it. I have one for the V8 flathead.
