[How do I?] Need Advice on Machining a Part

I'm pretty sure I would just bore that project. Just use a carriage stop to be sure you get the depth of the 0.268" part right and it should be fast and simple.

Are you planning on hardening the part? Loading dies are usually hardened , is this to seat the bullet in a short magnum?

No I don't believe so. My bro in law is a metallurgist and did a hardness test on the one he gave me which turned out to not be hardened. I don't think he would be opposed to the idea though.
What material would you suggest?

This is the one he gave me to get dimensions.1497230609287920970604.jpg

4140 - 4130 - a2 , all good tuff steels , you can use cold rolled and case harden it also , that would work well for your die also. I'd make it longer to get all the machining done then cut off to length.
Lee hand loaders use hard chrome to make the cases work easier ,,, slippery,,, in part. Stuck cases mean ruined loads.
