So i need to make this part. It is .75 x .45 x .25

Harbor Freight makes a digital version. I’m not a big fan of HF stuff, but this thing works and is pretty accurate.
 
You have not given the most important detail, this will determine the method of manufacture.

How many parts?
 
Thanks to all who replied. to answer a few questions. yes I plan on doing all work before cutting to size. I will be making 2-3 of them. My brother only needs 1 but I know if I only make 1 something will happen and I will need to make more. material I just mild steel. I will post when I get to them and let you all know how I did the work. thanks again for all the input.
 
I'd start with trying to make aluminum parts with carbide router bits in the vertical mill.
One long row, then cut and mill the faces to length.
