What is this tool

Doesn't make sense for a valve seat reamer. I've done the job hundreds of times and without a pilot I can't imagine it would work right. Also the angle is way to steep for any engine I've worked on.

I tend to agree with Ulma Doctor, it looks like a purpose built tool, maybe one that never quite got finished.

Chuck it up and see what it does....

Many devices have valve seats besides engines.
 
I can see you have a point there, that broadened my horizon. :encourage:
 
Did the previous owner run a CNC mill? As stated above, that would work great as a chamfer mill (I have a couple that look like that).

A valve seat reamer has a guide rod to keep perpindicular/square?????

Jeff, the suggestion was made above (first by @whitmore I believe) that it could be a seat reamer for a recessed valve seat like in a fluid/steam fitting.
The shank of the reamer riding against the ID of the pipe could be the guide.

It's a form tool used in a lathe or mill .
