Insert the pinion shaft.

Head tilting worm gear. Install complete.
Head Tilting worm gear. Tighten the set screw in the slot on the shaft. Not too tight. It's a single not a double set screw.
Insert the Head Tilting worm gear shaft while holding the gear in the slot. Align the key in the shaft with the gear.

Pinion shaft assembly.

Clean and lubricate everything including the gear with SAE 10 oil. I also lightly coated in the inside of the casing with oil as well.
