I had a similar experience anout 45 years ago when I broke my and they had to set it. It was on a military base. After x-rays, i was seated. A large male RN came up behind me and wrapped me up. The MD stuck me with needles to numb it and began setting the arm. It was horribly painful. My kid broke his arm playing football years ago and I dreaded what lay ahead of him. Completely different procedure. They put him under and finished cast and all while he slept. This wasn’t a military hospital but I’m sure they’ve improved since my visit.
