That's the ticket for those oddball 16.5-LT wheels that don't have the safety bulge that all other DOT wheels are required to have.

Most of the time, you can fix it with a ratchet strap or chain binder. I've re-seated plenty of 12 ply tractor tires with nothing more than a chain, binder, and the air brake compressor on my truck. Sometimes it takes a little fiddling and some pipe butter or soap, but at least it's safe enough that you know you'll be going home to your family when the day's work is done, instead of a morgue.
