I'm looking at the transformer. two legs on top 120v ea. The btm row has nothing out are these the only wires? that whole plastic assembly is lose over the body of transformer but only moves small amount. Idk what's holding it , don't want to do damage.
 
I have to change my transformer statements . I do have 29 v at terminal 29. But only 3v on 6/0.
 
Make sure your meter is working on ohms by shorting the probes together- you should get zero or close to. Some meters have a handy beep

With power off: Below the overload relay dial (called FR/fuse relay) are the two contacts. One of those goes to KM1's coil. Trace it. Disconnect that one at the overload relay.
Measure with your ohmmeter from that wire you disconnected to 0 on the transformer and see if it's open. Should read about 60-75 ohms
Then, with the wire still disconnected, probe those two overload relay contacts and see if they are open. Let me know

When you push KM1's test button you are closing the A and B contacts shown here on the diagram, so if it doesn't latch that rules out everything except what's shown in the box: (unless that wire 5 from KM1-B to FR is open) FR=fuse relay=overload relay

I tracked the wire under the dial to relay #5 wire. Km1 tested that were to terminal 29 it is
open.
The two connectors under the dial are closed . not sure of that was correct. The disconnected wire has two wires connected at that point

Ah, sounds like KM1 coil is open- thought so.
Replacing that one should cure it
Do one more test to be sure- put the wire back and test again from the overload relay (either term) to transformer (any term)
make sure you still get an open ckt (apron lever in middle position)
Be sure to mark the wires with tape labels when you pull it out, make a diagram too
