Should be able to drive the roll pin out this much...gotta grab it with vise grips next.
Remove the set screw holding the brake shaft in place.
Grab the roll pin with some vise grips to remove it. Use the punch to hold the brake shaft still while you fight this thing.

Rotate the brake shaft so you can see the end of the roll pin. I just used the punch through the end as shown. Keep the punch handy.
"Mostly" drive out the roll pin in the brake shaft with a punch and hammer, This is holding the brake operating cam to the shaft.
Close up view of end of the brake lever shaft. I would show how the Brake lever is removed...but my brake lever is missing.
