To test the motor by itself wire it directly to the power like so:

I wired it direct, both foward and reverse work when 8 and 4 are tied together, also when 1 and 8 are tied together, so motor should be fine makes me wonder about caps
 
You did the two tests in post #21 and you got forward in one case and reverse in the other, correct?
If that's true then the motor is good, caps are ok (or ok enough)
Need more photos of box now

Yes I did the two test, the motor worked, foward and reverse, I did test the start capacitor, it was consistently reading 692 to 696uf, the range listed on the side is 540 to 648uf, even if I figure a 5% variance it still puts me over given range listed, not sure if that changes anything, but then again I’m not familiar with this at all, here is a few pictures

Give me some upper shots too, try to get the whole box in the shot
More light also, please- it's very dark in the upper area and that's what I need to examine
Where do those two red wires end up at? The ones at the far right of the terminal strip

20% tolerance on caps is common- you're well within

OK, right contactor, lower row, first pin on left, (pin 2). Just the purple wire, no other wires? Looks that way

OK the coil lockout circuit is fubar'd so we'll tackle that first.
That might be all it needs
I'll do a sketch and post it- later today
